1.  Most taxes will go up

2.  And these will be justified as being green

3.  Some tax will appear to go down

4.  But they won't really

5.  There will be lots of new rules and regulations

6.  With small business bearing the brunt

7.  But none of this bad news will be in the Chancellor's speech

8.  Instead any good news previously announced will be again re-announced

9.  And announced again when the pre-budget report speech is made in October

10. And again in next year's budget speech.
